Can you get the Uploader role or is it given only to specific people?

Also, I'm confused, if I wanted to be an Uploader how am I supposed to download the courses if the guides are only for people that are already Uploaders?
I'd like to help uploading courses too, how would I do that?

You need 35 uploads atleast to get uploaders tag. You can post resources that you have without having uploader's tag, I don't think there's a barrier to posting resources, if there is, it should be mentioned in User Guides and Rules.
