as far as i encountered, you have to read a specific thread first.. that tutprofessor put on
then you can read the new thread of moderator registration thread.
i think.. it's a must. if you don't read the specific thread top to bottom, you won't be able to read the new thread (moderator one)

Go to setting-- Advance Setting --- Open your computer proxy setting--Lan Settings--(Uncheck)Use a proxy server
